If someone has edited a template, but not committed their tag yet, the template properly appears as locked under the asset manager.  However, if you edit an asset which uses that template the edit button for the template is available.  Moreover, if you click the edit button you can edit and save the template.  At this point weird things begin to happen.  The template is in an unstable state.  I've been forced to abandon templates to which this happened and start over.

To reproduce:

1. Create an article
2. Create a new article template (so you don't mess up ones you care about) and set the new article to use the new template.
3. Commit your changes
4. Go into the article and edit the template
   
5. Modify it in some recognizable way and save
   
6. DO NOT COMMIT
7. Log out and log back in
8. Confirm that you are under no tag (in admin sidebar)
9. Go to your article and click edit
10. Go to disply tab and see that edit is available on template
11. Edit the tempate, modify it and save it!
12. Veiw the mess.
