We have a case where we want to send parameters (anchor) to a pdf document.

That is something like https://our.server.com/documents/bms-6.2.pdf#page=3

When accessing this file it will redirect to https://our.server.com/uploads/7o/fY/7ofY0-dt_cr6jrxtn3JokQ/bms-6.2.pdf

The #page=3 is escaped.
