When creating or editing a workflow, you can't set it to be a singleton. When you switch the radio button to Yes and then hit Save, it flips back to No. A quick peek in the database reveals that the isSingleton field is indeed still set to 0. Manually updating that field to 1 makes the radio button flip to Yes in the edit form.
