Sometimes nav that should appear will only show up when in admin mode. I've seen it on two different servers now.

However, I have no conclusive data to show why it might be happening. Some nav does display, while others do not, even if they both have the same privileges. It does appear to happen only with navs that display when the user is required to log in, but I haven't verified this.
