Having a low UI level on the Visitor user prevents the form fields needed to reset your password using email recovery.

Ahh, that's fixed it on my site, it was broken for 3 months.

I notice when I type a username or email in to reset a password, it disables said account (my admin account!) until I get access to my email to reset it. Is that the design?

That isn't by design, no.  Both the original issue and that issue are fixed in 7.4.16.
