There are many suspended workflows on my 7.4.35-stable install. The state of these workflows is being returned as <!DOCTYPE html as shown here:

The output of spectre.pl --test is fine, and the conf file for site.tld  matches the connection info in spectre.conf.

This was in webgui.log:

This looks like a bug in the iCalendar date/time parser we're using. Could you post the output of any iCalendar feeds you are putting into Calendars on your site? It works with other feeds, so I'll need more information. 

If you don't have an iCalendar feeds on your site, then something else is wrong.

Also, you may want to look up which workflow all those instances are using.

The WorkflowInstance table has an instanceId and a workflowId, and the Workflow table has a workflowId. Match the WorkflowInstance to the Workflow and give us the output.

Since you opened a different bug (but still did not give the information I asked for), I'm keeping this closed as a duplicate of your new bug, Calendar - iCal feed causing suspended workflows
