Is it a bug or a feature that multiple users can have the same email address? This looks like it would be troublesome for the password reminder system. Should I be concerned?

Technically a feature. You can try to create one through the web interface, then it will tell you "No, you can't do this." But if you click "Save" again, it should allow you to (last time I was in that code, that's how it worked).

Yes, could create havoc with the password recovery by e-mail, that's why there's the password recovery by profile fields.
