You could control Apache and MySQL with cpanel, but it wouldn't give you control over Spectre, which runs all of WebGUI synchronous and asynchronous workflows. Also, as I mentioned, I would use the WRE to run WebGUI. The WRE has its own copy of everything, including Apache, MySQL, Perl, ImageMagick and a whole host of other software.
