I'm finding that users are having real difficulty with our site's Captcha on registration, so have temporarily removed it. On some monitors the contrast is too poor to be able to make out the letters, and users using assistive technologies such as screen readers don't have an audible way around it.

I think it breaches the UK's Disability Discrimination Act for public websites (and I think the US Section 508?)

Whether it breaks some policy or not is not my concern since it's something you disable or enable.

We did a survey of 25 adults (aged 19 to 67) on various hardware platforms and no one had a complaint with regard to contrast.  Changing the contrast of the system to make it easier to read is only going to make the captcha less effective against computer deciphering of captcha.

My recommendation is simply that you leave it off. 

However, I'll leave this open to explore other captcha alternatives like the one that Arjan recommended.
