A LMS pluging will be excellent where you can define courses, teachers, upload scorm content, create quizzes, chat, forums, grades etc.
WG does forums etc already, and you can use groups to create classes.
Agreed it would be really good to have LMS functionality in WebGUI, we've been thinking of building some in for a while, instead of using Moodle. A start for us would be being able to launch pre-packaged e-learning content that is IMS Content Packaged. This would be relatively simple, interrogating the manifest, creating a dynamic navigation, holding all the assets etc.
To make WG an LMS I think it'd need some assessment tools, i.e. quiz with scoring, SCORM runtime, assignment submission and marking, but all these are big individual projects I would imagine. Even Moodle doesn't handle SCORM 2004 completely yet and that's been in development for years, and is probably the most widely deployed LMS system in the world.
A huge can of worms I fear. Perhaps integration with Moodle, using Single Sign On, OpenID, and consistent templates would be better.
LMS is too big of a concept to be a single RFE. Please list each feature you need as a separate RFE along with the requirements of that feature.
