I just noticed that the documentation is wrong now, the hover help says: 'you will stay in SSL after login'. However in reality it is as discussed in this thread.
So perhaps someone should fix the bug.
I couldn't find an RFE for what woefdram suggested, but I did find this RFE.
And I submitted the RFE after all.

Under 6.x (?) the system used to leave you in SSL mode after the login.
This was a problem if you did not want to do anything but encrypt the
login. I believe that it is much better to allow a SSL based login only
to protect the password and then allow the developer to specify on a
page by page basis whether or not the page should use SSL.
