What is the process for contributing updates to core templates? It appears that the upgrade script reads packages under /docs/upgrades/packages-<version>. Do I just create a new package containing the template that needs updating and commit it? Is this correct?
Perhaps this should be documented in the wiki. This is the first place I went to look for this information.

That's exactly it. Edit the existing current template using a working version of webgui from SVN (just in case there have been changes to your template already), and then export a package containing the template and put it in the right directory.

Thanks JT. I added the internationalized empty cart message and added a message variable to the template. This isn't really an error, so a message variable made sense.
I also added a test for this message to Cart.t. Please let me know your thoughts.

I've added this process to the wiki[1]. I'm sure it can later be combined into a developer or policy guide for core.
